1. Pursuant to the provisions of reference (a), Petitioner, a
former commissioned officer of the United States Navy, filed
enclosure (1) with this Board requesting, in effect, that his
honorable discharge date of 31 January 2011, be changed to
reflect 1 February 2011 and that his separation code “FBR”
(expiration of term of service) be changed to “FGP”
(interdepartmental transfer).

2. The Board, consisting of Mr. Grover, Mr. Ivins, and Mr.
Exnicios, reviewed Petitioner's allegations of error and
injustice on 10 September 2014, and, pursuant to its
regulations, determined that the corrective action indicated
below should be taken on the available evidence of record.
Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations
and policies.

3. ‘The Board, having reviewed all the facts of record
pertaining to Petitioner's allegations of error and injustice
finds as follows:

a. Petitioner received a commission in the Navy on 22 May
1998. He was not the subject of any disciplinary action. On 26
January 2010, he submitted a request for an inter-service
transfer, which was approved on 12 November 2010. He received
an honorable characterization of service on 31 January 2041
(completion of required active service).

b. Petitioner was commissioned in the Air Force on 2
February 2011. The one day break in service caused his date of
rank to be adjusted.

CONCLUSION:

Upon review and consideration of all the evidence of record, the
Board concludes that Petitioner's request warrants favorable
action.

In this regard, the Board notes that Petitioner through no fault
of his own had a break in service which caused his date of rank
to be adjusted. The Board concludes that he should have been

honorably discharged on 1 February 2011, due to an
interdepartmental transfer. In view of the above, the Board

directs the following corrective action.

RECOMMENDATION :

a. That Petitioner's naval record be corrected to show that
he was honorably discharged on 1 February 2011, vice 31 January
2011, and that the separation code “FBK” (completion of required
active service) be changed to “FGP” (interdepartmental
transfer).

b. That a copy of this report of proceedings be filed in his
record.

4. Pursuant to Section 6(c) of the revised Procedures of the
Board for Correction of Naval Records (32 Code of Federal
Regulations, Section 723.6(c) it is certified that a quorum was
present at the Board's review and deliberations, and that the
foregoing is a true and complete record of the Board’s
proceedings in the above entitled matter.

5. Pursuant to the delegation of authority set out in Section
6(e) of the revised Procedures of the Board for Correction of
Naval Records (32 Code of Federal Regulation, Section 723.6({e))})
